We propose an urban design solution that establishes the District as one of vitality, energy and purpose worthy of its location and history, by facilitating the east/west linkage of Yamashita Place and Shinko Pier and extends Nippon Odori Avenue north to intersect Zo No Hana.
The District now keyed into the city by the east/west, north/south axis is organized into 3 Precincts. The Hospitality Precinct, located at the south end of Osanbashi Pier relating to the Elephant Trunk, Yamashita Park and the passenger terminal. The Commercial Precinct, reinforcing Kaigan Dori Avenue and establishing the Nippon Dori gateway, containing the east/west pedestrian system. The Neighbourhood Precinct, characterized by a land and sea market with a fully integrated housing development.
Serving as the organizing device and principle pedestrian circulation artery is the spiraling elliptical walkway connecting all 3 precincts and delineating the inner core of the port. Emerging from the water at Elephants Trunk, the spiral walkway slowly rises, intersectingthe hotel, land/sea market, residences and terminates as a lookout high above the water near the eastern extremity of Shinko Pier.
